While Rumer Willis captured the attention of America by winning Dancing With the Stars, I read that quote somewhere, her two sisters continue their ambling around town and on social media figuring out occasional means to get themselves some attention, and occasionally this very thing happening by pure happenstance.

As in the case of the wind and Tallulah Willis and the flimsy skirt in WeHo. A slight bit of the blustery and up flies her skirt to reveal her cheeky buttside phenomenons.
