2 - Floating Blocks. Columbia isn't just a floating city with a concentrated "downtown area" on a cloud. There are individual high rise buildings, duplexes and small city blocks floating around each other on lighter-than-air contraptions. The frigging things move around and dock with one another at various times of day so there's always some kind of reconfiguring going on. Looking up and around the sky in Columbia you'll always see a dozen or so other buildings off --higher and lower-- in the distance.
